AN ACT

To amend chapter 26, RSMo, by adding thereto one new section relating to the Malcolm X observance day commission.




Be it enacted by the General Assembly of the state of Missouri, as follows:


            Section A. Chapter 26, RSMo, is amended by adding thereto one new section, to be known as section 26.755, to read as follows:

            26.755. 1. There is hereby created within the office of the governor the "Malcolm X Day Commission". The commission shall organize and coordinate activities and events in honor of Malcolm X, culminating with a festival-style event the Saturday on or immediately prior to May nineteenth, the birthday of Malcolm X. Such events and activities shall be designed to celebrate the life of Malcolm X, raise awareness about his legacy in the civil rights movement, and encourage the end of violence, crime, substance abuse, and self-loathing that continue to cripple low-income urban communities.

            2. The Malcolm X day commission shall consist of nine members to be appointed by the governor, including but not limited to educators, civic and community leaders, and persons with a desire to keep Malcolm X's legacy alive. Members of the commission shall serve four-year terms; except that, of the first members appointed, three shall service a term of two years, three shall serve a term of three years, and three shall serve a term of four years.

            3. All members shall serve without compensation but shall be reimbursed for all actual and necessary expenses incurred in the performance of their official duties as members of the commission.

            4. The office of the governor shall provide funding, administrative support, and staff for the effective operation of the commission.
