AN ACT

To amend chapter 273, RSMo, by adding thereto one new section relating to dogs.




Be it enacted by the General Assembly of the state of Missouri, as follows:


            Section A. Chapter 273, RSMo, is amended by adding thereto one new section, to be known as section 273.195, to read as follows:

            273.195. 1. Nothing in this chapter shall be construed to limit in any manner the authority of any village, town, or city, including any home rule city, to prohibit dogs from running at large or to further control or regulate dogs within its boundaries; provided that, no such ordinances, orders, policies, or regulations are specific to breed.

            2. The general assembly hereby occupies and preempts the entire field of legislation touching in any way the control or regulation of specific breeds of dogs to the complete exclusion of any order, ordinance, policy, or regulation by any village, town, or city, including any home rule city, in this state. Any existing or future orders, ordinances, policies, or regulations in this field are hereby and shall be null and void.
