1.1A bill for an act
1.2relating to capital investment; appropriating money for military affairs and
1.3veterans affairs capital projects; authorizing the sale and issuance of state bonds.
1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.5    Section 1. MILITARY AFFAIRS.
1.6    Subdivision 1. Appropriation. $7,625,000 is appropriated from the bond proceeds
1.7fund to the adjutant general for the purposes specified as follows:
1.8(1) $5,000,000 is for asset preservation improvements and betterments of a capital
1.9nature at military affairs facilities statewide to be spent in accordance with Minnesota
1.10Statutes, section 16B.307;
1.11(2) $1,244,000 is to renovate existing space and to construct an addition to, furnish,
1.12and equip the Brooklyn Park Armory; and
1.13(3) $1,381,000 is to renovate, furnish, and equip existing space and construct motor
1.14vehicle storage lot space at the Owatonna Armory.
1.15    Subd. 2. Bond sale. To provide the money appropriated in this section from the
1.16bond proceeds fund, the commissioner of management and budget shall sell and issue
1.17bonds of the state in an amount up to $7,625,000 in the manner, upon the terms, and with
1.18the effect prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the
1.19Minnesota Constitution, article XI, sections 4 to 7.
1.20EFFECTIVE DATE.This section is effective the day following final enactment.

1.21    Sec. 2. VETERANS AFFAIRS.
2.1    Subdivision 1. Appropriation. $4,040,000 is appropriated from the bond proceeds
2.2fund to the commissioner of administration for the purposes specified as follows:
2.3(1) $1,500,000 is for asset preservation improvements and betterments of a capital
2.4nature at veterans homes statewide to be spent in accordance with Minnesota Statutes,
2.5section 16B.307;
2.6(2) $700,000 is to complete the design of and perform repairs to stabilize the
2.7structural integrity of and waterproof the deep tunnel on the Minneapolis Veterans Home
2.8campus. These funds may be used for asbestos and hazardous materials abatement related
2.9to this project; and
2.10(3) $1,840,000 is to complete the design of and perform improvements to resident
2.11rooms and renovate the nursing station in the Luverne Veterans Home, and to complete
2.12the design of and renovate resident bathrooms in the Silver Bay Veterans Home. These
2.13funds may be used for asbestos and hazardous materials abatement related to this project.
2.14    Subd. 2. Bond sale. To provide the money appropriated in this section from the
2.15bond proceeds fund, the commissioner of management and budget shall sell and issue
2.16bonds of the state in an amount up to $4,040,000 in the manner, upon the terms, and with
2.17the effect prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the
2.18Minnesota Constitution, article XI, sections 4 to 7.
2.19EFFECTIVE DATE.This section is effective the day following final enactment.
