1.1A resolution
1.2memorializing the President of the United States and Congress to take actions to
1.3protect Minnesota's lakes, rivers, and streams from threats due to invasive Asian carp.
1.4WHEREAS, Minnesota has over 10,000 lakes and almost 70,000 miles of rivers and
1.5streams that are interconnected; and
1.6WHEREAS, sport fishing in Minnesota is estimated to support 43,000 Minnesota jobs, to
1.7generate $2,800,000,000 annually in direct retail expenditures, and to have an economic impact
1.8exceeding $4,700,000,000 per year; and
1.9WHEREAS, recent analysis has found DNA from Asian carp in major rivers in Minnesota;
1.10and
1.11WHEREAS, Asian carp in Minnesota's lakes, rivers, and streams would threaten
1.12Minnesota's extensive aquatic ecosystem; and
1.13WHEREAS, the presence of Asian carp would be devastating to sport fishing and tourism
1.14in the state; NOW, THEREFORE,
1.15BE IT RESOLVED by the Legislature of the State of Minnesota that it urges the President
1.16and the Congress of the United States to direct the United States Army Corps of Engineers
1.17to expedite permits and other review documents required to construct effective fish deterrent
1.18systems in and around Upper Saint Anthony Lock and Dam, and Lock and Dam Numbers 1, 2,
1.19and 19 during 2012.
2.1BE IT FURTHER RESOLVED that the Congress is urged to appropriate federal money
2.2to fund installation of deterrents in Lock Number 19 and to match Minnesota funds in placing
2.3deterrents in and around the other three locks.
2.4BE IT FURTHER RESOLVED that the Congress is urged to appropriate $10,000,000 to
2.5fund research efforts coordinated between federal, educational, and private research facilities to
2.6stop and control Asian carp over the long term.
2.7BE IT FURTHER RESOLVED that the Congress is urged to appropriate funding to
2.8implement the National Asian Carp Plan and provide authority for the National Asian Carp
2.9Director to coordinate all federal efforts to control Asian carp.
2.10BE IT FURTHER RESOLVED that the Secretary of State of the State of Minnesota is
2.11directed to prepare copies of this memorial and transmit them to the President of the United States,
2.12the President and the Secretary of the United States Senate, the Speaker and the Clerk of the United
2.13States House of Representatives, and Minnesota's Senators and Representatives in Congress.
