1.1A bill for an act
1.2relating to alcohol; allowing certain persons under the age of 21 to drink alcohol
1.3under certain conditions;proposing coding for new law in Minnesota Statutes,
1.4chapter 340A.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.6    Section 1. [340A.5035] PERSONS AGES 18 TO 20; SPECIAL EXEMPTION.
1.7Notwithstanding the provisions of sections 340A.503, 340A.701, and 340A.702, or
1.8any other provision of law, persons at least 18 years of age and less than 21 years of age
1.9may consume alcohol within the premises of the holder of an on-sale intoxicating liquor
1.10license or a holder of an on-sale 3.2 malt liquor license. No penalties shall be applied to
1.11consumption of alcohol allowed in this section. All other provisions of this chapter and all
1.12penalties for other illegal behaviors noted within this chapter apply to behavior allowed
1.13under this section.
1.14EFFECTIVE DATE.This section is effective at 8:00 a.m. on August 1, 2011, and
1.15applies to all persons who are age 18 or older on or after that date.

1.16    Sec. 2. [340A.5036] PERSONS AGES 16 TO 18; SPECIAL EXEMPTION.
1.17Notwithstanding the provisions of sections 340A.503, 340A.701, and 340A.702,
1.18or any other provision of law, persons at least 16 years of age and less than 18 years of
1.19age who are accompanied by a parent or legal guardian may consume alcohol within the
1.20premises of the holder of an on-sale intoxicating liquor license or a holder of an on-sale
1.213.2 malt liquor license. No penalties shall be applied to consumption of alcohol allowed in
1.22this section. All other provisions of this chapter and all penalties for other illegal behaviors
1.23noted within this chapter apply to behavior allowed under this section.
2.1EFFECTIVE DATE.This section is effective at 8:00 a.m. on August 1, 2011, and
2.2applies to all persons who are age 16 or older on or after that date.
