1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.5 Section 1. STUDY OF FUNDING, UTILIZATION, AND IMPACT OF BLACK
1.6ARTS IN MINNESOTA.
1.7(a) The Minnesota Arts Board shall work in collaboration with the Council on Black
1.8Minnesotans Legacy Arts Committee to study the:
1.9(1) current and projected economic impact of Black arts in the state;
1.10(2) utilization of Black staff in the state's arts institutions that have 20 or more
1.11employees;
1.12(3) barriers that hinder the growth of Black arts in the state;
1.13(4) facility needs of Black artists;
1.14(5) stability of existing Black arts facilities; and
1.15(6) business development and technical assistance needs of Black artists in the state.
1.16(b) The study in paragraph (a) shall be funded by the Minnesota Arts Board, and the
1.17board shall make a report to the legislature, governor, Legacy Committee, and the arts
1.18community by December 31, 2014, with recommendations to address the board's findings.
