1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.6 Section 1. Minnesota Statutes 2013 Supplement, section 145.4716, subdivision 2,
1.7is amended to read:
1.8 Subd. 2. Duties of director. The director of child sex trafficking prevention is
1.9responsible for the following:
1.10 (1) developing and providing comprehensive training on sexual exploitation of
1.11youth for social service professionals, medical professionals, public health workers, and
1.12criminal justice professionals;
1.13 (2) collecting, organizing, maintaining, and disseminating information on sexual
1.14exploitation and services across the state, including maintaining a list of resources on the
1.15Department of Health Web site;
1.16 (3) monitoring and applying for federal funding for antitrafficking efforts that may
1.17benefit victims in the state;
1.18 (4) managing grant programs established under sections145.4716 to
145.4718 ;
1.19 (5) managing the request for proposals for grants for comprehensive services,
1.20including trauma-informed, culturally specific services;
1.21 (6) identifying best practices in serving sexually exploited youth, as defined in
1.22section260C.007, subdivision 31 ;
1.23(6) (7) providing oversight of and technical support to regional navigators pursuant
1.24to section145.4717 ;
2.1(7) (8) conducting a comprehensive evaluation of the statewide program for safe
2.2harbor of sexually exploited youth; and
2.3(8) (9) developing a policy consistent with the requirements of chapter 13 for sharing
2.4data related to sexually exploited youth, as defined in section260C.007, subdivision 31 ,
2.5among regional navigators and community-based advocates.
2.6 Sec. 2. APPROPRIATIONS.
2.7(a) $1,000,000 is appropriated from the general fund to the commissioner of human
2.8services in fiscal year 2015 for the safe harbor shelter and housing fund for housing and
2.9supportive services for youth who are sexually exploited.
2.10(b) $1,500,000 is appropriated from the general fund to the commissioner of health
2.11for grants for comprehensive services, including trauma-informed, culturally specific
2.12services, for youth who are sexually exploited.
