1.2relating to disaster assistance; appropriating money to match federal disaster aid
1.3for the June 2013 severe storms and flooding; appropriating money for the April
1.42013 winter storms; reducing prior appropriations.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.6 Section 1. DISASTER RELIEF APPROPRIATION.
1.7$4,500,000 is appropriated from the general fund to the commissioner of public
1.8safety to provide the state and local match for Federal Emergency Management Agency
1.9(FEMA) disaster assistance to state agencies and political subdivisions under Minnesota
1.10Statutes, section 12.221, for disaster recovery work in the area designated under
1.11Presidential Declaration of Major Disaster FEMA-4131-DR, whether included in the
1.12original declaration or added later by federal government action, as a result of the severe
1.13storms and flooding that occurred between June 20, 2013, and June 26, 2013. This is a
1.14onetime appropriation and is available until June 30, 2017, notwithstanding Minnesota
1.15Statutes, section 16A.28.
1.16 Sec. 2. REDUCTION OF PREVIOUS APPROPRIATIONS.
1.17(a) The general fund appropriation in Laws 2012, First Special Session chapter 1,
1.18article 1, section 3, subdivision 2, is reduced by $800,000.
1.19(b) The appropriation in Laws 2012, First Special Session chapter 1, article 1,
1.20section 5, is reduced by $1,700,000.
1.21(c) The appropriation in Laws 2012, First Special Session chapter 1, article 2,
1.22section 3, is reduced by $2,000,000.
2.1 Sec. 3. SOUTHWEST MINNESOTA WINTER STORM AID.
2.2 Subdivision 1. Appropriation. (a) $219,141 is appropriated from the general fund
2.3to the commissioner of employment and economic development for grants to local units
2.4of government as provided in paragraph (b), for the cost of debris clearance and other
2.5disaster costs resulting from damage caused by the severe winter storm that occurred April
2.69, 2013, through April 11, 2013. This is a onetime appropriation and is available until
2.7June 30, 2017, notwithstanding Minnesota Statutes, section 16A.28.
2.8(b)(1) $60,000 of this appropriation is for a grant to Nobles County;
2.9(2) $60,000 of this appropriation is for a grant to Rock County; and
2.10(3) $99,141 of this appropriation is for a grant to the city of Worthington.
2.11 Subd. 2. Reduction of previous appropriation. The appropriation in Laws 2013,
2.12chapter 141, section 1, paragraph (b), is reduced by $219,141.
2.13 Sec. 4. EFFECTIVE DATE.
2.14This act is effective the day following final enactment.
