1.1A bill for an act
1.2relating to state government; streamlining reporting of state government;
1.3amending Minnesota Statutes 2012, sections 4A.01, subdivision 3; 16E.07,
1.4subdivision 3.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.6    Section 1. Minnesota Statutes 2012, section 4A.01, subdivision 3, is amended to read:
1.7    Subd. 3. Report. The commissioner must submit a report to the governor and chairs
1.8and ranking minority members of the senate and house of representatives committees
1.9with jurisdiction on state government finance by January 15 of each year that provides
1.10economic, social, and environmental demographic information to assist public and elected
1.11officials with long-term management decisions. The report must identify and assess
1.12the information important to understanding the state's two-, ten-, and 50-year outlook,
1.13including the budget implications for those time periods. The report must include the
1.14demographic forecast required by section 4A.02, paragraph (e), and information to assist
1.15with the preparation of the milestones report required by section 4A.11, and may include
1.16policy recommendations based upon the information and assessment provided.

1.17    Sec. 2. Minnesota Statutes 2012, section 16E.07, subdivision 3, is amended to read:
1.18    Subd. 3. Access to data. The legislature determines that the greatest possible access
1.19to certain government information and data is essential to allow citizens to participate
1.20fully in a democratic system of government. Certain information and data, including,
1.21but not limited to the following, must be provided free of charge or for a nominal cost
1.22associated with reproducing the information or data:
2.1(1) directories of government services and institutions, including an electronic version
2.2of the guidebook to state agency services published by the commissioner of administration;
2.3(2) (1) legislative and rulemaking information, including an electronic version of
2.4the State Register, public information newsletters, bill text and summaries, bill status
2.5information, rule status information, meeting schedules, and the text of statutes and rules;
2.6(3) (2) Supreme Court and Court of Appeals opinions and general judicial
2.7information;
2.8(4) (3) opinions of the attorney general;
2.9(5) (4) Campaign Finance and Public Disclosure Board and election information;
2.10(6) (5) public budget information;
2.11(7) (6) local government documents, such as codes, ordinances, minutes, meeting
2.12schedules, and other notices in the public interest;
2.13(8) (7) official documents, releases, speeches, and other public information issued by
2.14government agencies; and
2.15(9) (8) the text of other government documents and publications that government
2.16agencies determine are important to public understanding of government activities.
