1.1A bill for an act
1.2relating to state government; eliminating certain state directories and guidebooks;
1.3amending Minnesota Statutes 2012, section 16E.07, subdivision 3; repealing
1.4Minnesota Statutes 2012, section 14.04.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.6    Section 1. Minnesota Statutes 2012, section 16E.07, subdivision 3, is amended to read:
1.7    Subd. 3. Access to data. The legislature determines that the greatest possible access
1.8to certain government information and data is essential to allow citizens to participate
1.9fully in a democratic system of government. Certain information and data, including,
1.10but not limited to the following, must be provided free of charge or for a nominal cost
1.11associated with reproducing the information or data:
1.12(1) directories of government services and institutions, including an electronic version
1.13of the guidebook to state agency services published by the commissioner of administration;
1.14(2) (1) legislative and rulemaking information, including an electronic version of
1.15the State Register, public information newsletters, bill text and summaries, bill status
1.16information, rule status information, meeting schedules, and the text of statutes and rules;
1.17(3) (2) Supreme Court and Court of Appeals opinions and general judicial
1.18information;
1.19(4) (3) opinions of the attorney general;
1.20(5) (4) Campaign Finance and Public Disclosure Board and election information;
1.21(6) (5) public budget information;
1.22(7) (6) local government documents, such as codes, ordinances, minutes, meeting
1.23schedules, and other notices in the public interest;
2.1(8) (7) official documents, releases, speeches, and other public information issued by
2.2government agencies; and
2.3(9) (8) the text of other government documents and publications that government
2.4agencies determine are important to public understanding of government activities.

2.5    Sec. 2. REPEALER.
2.6Minnesota Statutes 2012, section 14.04, is repealed.
