1.1A bill for an act
1.2relating to appropriations; appropriating money to study and develop
1.3recommendations for implementing a return on taxpayer investment methodology
1.4and practices for human services and corrections programs.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.6    Section 1. APPROPRIATION; RETURN ON TAXPAYER INVESTMENT
1.7IMPLEMENTATION STUDY.
1.8$100,000 is appropriated in fiscal year 2014 from the general fund to the
1.9commissioner of management and budget to develop recommendations for implementing a
1.10return on taxpayer investment (ROTI) methodology and practice related to human services
1.11and corrections programs administered and funded by state and county government. The
1.12scope of the study shall include assessments of ROTI initiatives in other states, design
1.13implications for Minnesota, and identification of one or more Minnesota institutions of
1.14higher education capable of providing rigorous and consistent nonpartisan institutional
1.15support for ROTI. The commissioner shall consult with representatives of other state
1.16agencies, counties, legislative staff, Minnesota institutions of higher education, and other
1.17stakeholders in developing recommendations. The commissioner shall report findings and
1.18recommendations to the governor and legislature by November 30, 2013.
