1.2relating to capital improvements; authorizing spending to acquire and better
1.3public land and buildings and other improvements of a capital nature at the
1.4University of Minnesota; authorizing the sale and issuance of state bonds;
1.5appropriating money.
1.6BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.8The sums shown in the column under "APPROPRIATIONS" are appropriated from
1.9the bond proceeds fund, or another named fund, to the state agencies or officials indicated,
1.10to be spent for public purposes. Appropriations of bond proceeds must be spent as
1.11authorized by the Minnesota Constitution, article XI, section 5, paragraph (a), to acquire
1.12and better public land and buildings and other public improvements of a capital nature, or
1.13as authorized by the Minnesota Constitution, article XI, section 5, paragraphs (b) to (j), or
1.14article XIV. Unless otherwise specified, the appropriations in this act are available until
1.15the project is completed or abandoned subject to Minnesota Statutes, section 16A.642.
1.20 To the Board of Regents of the University
1.21of Minnesota for the purposes specified in
1.22this section.
2.3To be spent in accordance with Minnesota
2.4Statutes, section 135A.046.
2.7 To design, construct, furnish, and equip an
2.8American Indian Learning Resource Center
2.9to colocate existing programs and provide
2.10academic, classroom, computer lab, and
2.11other spaces.
2.14To design, construct, furnish, and equip the
2.15renovation of the Old Main Steam Plant
2.16facility into a multi-utility plant to serve the
2.17Minneapolis campus.
2.19To design, construct, furnish, and equip
2.20the renovation of Eddy Hall for the
2.21undergraduate, international, and transfer
2.22student admissions program and to improve
2.23space utilization by decommissioning
2.24Williamson and Fraser Halls.
2.27To design, construct, furnish, and equip a
2.28new technology-rich biological laboratory
2.29and classroom facility, and to design,
2.30construct, furnish, and equip the renovation
2.31of the historic Lakeside Lab and to remove
2.32obsolete single-function buildings.
3.2Except for Higher Education Asset
3.3Preservation and Replacement (HEAPR)
3.4under subdivision 2, the appropriations in this
3.5section are intended to cover approximately
3.6two-thirds of the cost of each project. The
3.7remaining costs must be paid from university
3.8sources.
3.9 Sec. 3. BOND SALE AUTHORIZATION.
3.10To provide the money appropriated in this act from the bond proceeds fund, the
3.11commissioner of management and budget shall sell and issue bonds of the state in an
3.12amount up to $169,410,000 in the manner, upon the terms, and with the effect prescribed
3.13by Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota Constitution,
3.14article XI, sections 4 to 7.
3.15 Sec. 4. EFFECTIVE DATE.
3.16This act is effective the day following final enactment.
