1.1A bill for an act
1.2relating to transportation; providing for a Rochester area economic development
1.3and transportation study; appropriating money.
1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.5    Section 1. ROCHESTER AREA DEVELOPMENT AND TRANSPORTATION
1.6IMPACTS STUDY.
1.7(a) The following are appropriated to the commissioner of transportation in fiscal year
1.82014, and are also available in fiscal year 2015, for the study as provided in this section:
1.9(1) $100,000 from the trunk highway fund; and
1.10(2) $75,000 from the general fund.
1.11(b) From the appropriations in this section, the commissioner shall enter into
1.12an agreement with a consultant to perform a study of economic development and
1.13transportation impacts in the Rochester metropolitan area. To be eligible, a consultant
1.14must have experience and expertise in a majority of the following: economics, economic
1.15development, demography, urban planning, engineering, and transportation.
1.16(c) At a minimum, the study under this section must:
1.17(1) utilize at least a 20-year planning horizon;
1.18(2) perform a comprehensive planning assessment of key transportation
1.19infrastructure throughout the Rochester metropolitan area based on expected and potential
1.20economic development patterns;
1.21(3) analyze major roadways across all jurisdictions, including but not limited to
1.22trunk highways, county highways, and arterial city streets, and interconnections with
1.23other modes;
2.1(4) to the extent feasible, take into account available data, forecasts, modeling
2.2information, and transportation impacts of major economic initiatives and proposals,
2.3including but not limited to expansion of the Mayo Clinic; and
2.4(5) provide scenarios for short-term and long-term deficiencies in safety, mobility,
2.5congestion, and transportation infrastructure condition.
2.6(d) By January 15, 2014, the commissioner shall provide an electronic copy of the
2.7study to the chairs and ranking minority members of the legislative committees with
2.8jurisdiction over transportation policy and finance, as provided in Minnesota Statutes,
2.9section 174.02, subdivision 8.
2.10EFFECTIVE DATE.This section is effective July 1, 2013.
