Summary

Altering the penalties for improper litter disposal by distinguishing between litter in an amount not exceeding 1 pound and litter in an amount exceeding 1 pound; authorizing, for a first offense and requiring, for a second or subsequent offense, the Motor Vehicle Administration to suspend, for a specified period of time, the driver's license of a person who is convicted of improper disposal of litter in an amount exceeding 1 pound and who used a motor vehicle in the commission of the act; etc.
