Summary
Propose to amend Section 36 of the Kentucky Constitution to limit odd-year sessions to revenue and appropriation bills, other subjects that may be proposed by the Governor through the filing of a proclamation, and two subjects proposed for consideration by the Senate President and House Speaker and agreed to by both of them, drafted into bills and filed in the appropriate House; permit statutory committees to meet during odd-year sessions; restrict action upon revenue and appropriation bills in even-year sessions to a three-fifths vote; provide schedule for effectiveness of amendment; submit to voters.
