Summary

Create a new section of KRS Chapter 67C permitting a consolidated local government to establish a citizen review board independent of the police department, and an investigatory office led by an appointee of the mayor for review of police department policies, procedures and operations; require ordinance that establishes governmental bodies to include powers, duties, internal protocols, reporting requirements and such bodies' authority to adopt bylaws, policies and procedures; provide investigatory office leader the power to administer oaths and issue subpoenas reviewed and approved by a consolidated local government committee or other local body designated by the legislative body of the consolidated local government for that purpose to compel testimony or production of documents with subpoena enforcement by petition to Circuit Court; allow board and investigatory office review or discussion of potential or ongoing investigations in closed session, subject to KRS 61.815(1); make confidential and privileged information and records, proceedings, opinions, and deliberations provided to or generated by board or investigatory office with open record requests to be made to appropriate agency, as opposed to the bodies; provide certain exemptions from open records requirements; EMERGENCY.
