Create a new section of KRS Chapter 41 to allow the Treasurer to promulgate administrative regulations in accordance with KRS Chapter 13A to implement the chapter; amend KRS 41.450 to require the Federal Reserve Bank of St. Louis and the Federal Reserve Bank of Cleveland to serve alternating terms on the Kentucky Financial Empowerment Commission.
