Create multiple new sections of KRS chapter 309 to define terms; establish a certification process for doulas with training and in-person education requirements; establish an application fee; grant the Department for Public Health the authority to promulgate administrative regulations for the certification of doulas; establish the certification and application process of transferring a certificate from different states; and establish penalties and violations related to doula services.
