MADAM PRESIDENT:
I offer the following resolution and move its adoption:
A SENATE RESOLUTION honoring Crown Point Police
Officer Robert Ballas for his heroism in saving a toddler's life.
Whereas, Police Officer Robert Ballas quickly responded
to an ambulance dispatch to Aurelio's Restaurant where a
two-year-old child was found choking. The child was in
respiratory distress and cyanotic;
Whereas, Officer Ballas recalled his training as he
properly executed the Heimlich maneuver on the toddler.
The blockage was dislodged and the child regained breathing
before the ambulance arrived;
Whereas, Crown Point Mayor David Uran presented the
March Employee of the Month award to Police Officer
Robert Ballas for his invaluable service in the protection of
the child's life;
Whereas, This was just one of several life-saving opportunities in which Officer Ballas has been involved in the past year. In January 2010, Ballas performed the Heimlich maneuver on his choking nephew who had
swallowed a piece of plastic, and in March 2010, Ballas
rescued a woman who had gone into cardiac arrest by
performing CPR on her;
Whereas, In March 2011, Robert Ballas saved his fellow
officer, Sgt. James Poling, when Poling choked on a chicken
bone in a local restaurant. Ballas again performed the
Heimlich maneuver, saving the desperate officer;
Whereas, Officer Ballas' quick response to crisis,
coolness under pressure, and his proficiency in life-saving
procedures have brought his heroism to the forefront of the
Crown Point community;
Whereas, Officer Ballas' humility shines as an example
to all people through his response at receiving the award, I
would like to say this, nothing I did was extraordinary. Any
officer responding would have done the same thing and have
the same outcome. I would also like to recommend all people
learn these procedures (Heimlich maneuver and CPR). An
hour or 90-minute training is nothing compared to the
enjoyment a parent will get out of the full life of a child"; and
Whereas, The state of Indiana is grateful for Police
Officer Robert Ballas' service to the state and his life-saving
heroism in times of distress: Therefore,
SECTION 1. The Indiana Senate honors Crown Point Police
Officer Robert Ballas for saving the life of a toddler and others in his
community.
SECTION 2. The Secretary of the Senate is hereby directed to
distribute a copy of this Resolution to Officer Robert Ballas.
