SENATE RESOLUTION



MADAM PRESIDENT:

    I offer the following resolution and move its adoption:

        A SENATE RESOLUTION requesting that the Health Finance Commission study the licensure of non-nurse midwives to perform out of hospital births.

    Whereas, Parents choosing to deliver their babies at home are not adequately informed;

    Whereas, Home births should be attended only by qualified health professionals with good education, training, regulation, and oversight; and

    Whereas, Backup medical care should be provided: Therefore,

Be it resolved by the Senate of the

General Assembly of the State of Indiana:


    SECTION 1. That the Health Finance Commission is requested to study the licensure of non-nurse midwives to perform out of hospital births and to report its findings to the General Assembly.
    SECTION 2. That this study should include the following issues relating to non-nurse and nurse midwives performing out of hospital births:
        (1) The educational and practical training that should be required for a license or certification, and renewals.
        (2) The scope of practice for nurse and non-nurse midwives.
        (3) Whether a non-nurse midwife should be permitted to carry and administer medications.
        (4) The constitution and duties of a board to license and regulate

nurse and non-nurse midwives and whether that board should set standards and oversee all midwives performing out of hospital births.
        (5) Whether physicians should enter into collaborative agreements with midwives who perform out of hospital births and provide backup medical care.
    SECTION 3. That this study should also include consideration of reports concerning quality, safety, and costs of out of hospital births and in-hospital births in other states.
