Synopsis: School evaluations. Suspends the operation of 511 IAC
6.2-6, which assigns grades of A through F to schools, until the
2015-2016 school year, and puts into effect the categories or
designations of school performance that were in effect on December
31, 2011, while the rule is suspended. Requires the department of
education (department) to review the underlying principles of 511 IAC
6.2-6 and the process under which the rule was adopted, and to make
recommendations to the state board of education (state board) based
upon the review. Requires the state board to follow the department's
recommendations.
Effective: Upon passage.

A BILL FOR AN ACT concerning education.
(1) "department" refers to the department of education established by IC 20-19-3-1; and
(2) "state board" refers to the state board of education established by IC 20-19-2-2.
(b) Notwithstanding 511 IAC 6.2-6, which assigns grades of A through F to schools, the operation of 511 IAC 6.2-6 is suspended until the 2015-2016 school year. While the operation of 511 IAC 6.2-6 is suspended, the categories or designations of school performance required under IC 20-31-8-4 that were in effect on December 31, 2011, are in effect and shall be assigned to schools.
(c) While the operation of 511 IAC 6.2-6 is suspended, the department shall review the underlying principles of the rule and the process under which the rule was adopted. Following the review, the department shall make recommendations to the state board, including the following:
(1) Whether the principles underlying the rule are sound.
(2) Whether the process under which the rule was adopted was sufficiently open to the public.
(3) Whether the rule should remain in place, be amended, or be repealed and replaced.
(d) After receiving the department's recommendations, the state board shall follow the recommendations.
(e) This SECTION expires July 1, 2016.
