Bill Title: School discipline. Provides that an evidence based plan for improving student behavior and discipline in a school corporation must seek to: (1) reduce out-of-school suspensions and disproportionality in discipline and expulsions; and (2) limit referrals to law enforcement or arrests on school property to cases in which referral to law enforcement or arrest is necessary to protect the health and safety of other students or school employees. Adds a definition of "exclusion". Adds a definition of "positive discipline". Provides that discipline policies established by a superintendent or member of the superintendent's administrative staff must be consistent with positive discipline practices.
