Specifies that dronabinol is a schedule II controlled substance only in oral solution. Defines "fentanyl related substance" and adds it to schedule I. Moves certain fentanyl related substances from the definition of "synthetic drugs" in schedule II to schedule I. Adds Thiafentanil to schedule II. Makes conforming changes.
