Bill Title: Recreation fund expenditures. Provides that expenditures for contraband detection equipment are permissible expenditures of money in a patients' recreation fund, students' recreation fund, or inmates' recreation fund maintained by a psychiatric, benevolent, penal, or correctional institution.
