Bill Title: Substance abuse appropriation. Defines "substance abuse treatment" for purposes of the statute concerning mental health and addiction forensic treatment services. Appropriates $20,000,000 in each state fiscal year of the biennium beginning July 1, 2015, to the division of mental health and addiction for substance abuse treatment in the context of mental health and addiction forensic treatment services.
