Summary

Applies to Congress for a convention under Article V of the United States Constitution to propose amendments to the United States Constitution. Provides that such a convention be limited to proposing amendments to the Constitution of the United States that do the following: (1) Impose fiscal restraints on the federal government. (2) Limit the power and jurisdiction of the federal government regarding the Commerce and General Welfare Clauses. (3) Limit the terms of office for its officials and for members of Congress.
