Summary

Increases the civil service annuity income tax deduction from $2,000 to $5,000. Establishes a subsequent trigger date to increase the deduction from $5,000 to $13,000 over a three year phase-in period. Provides that the deduction is available to a surviving spouse. Repeals the current civil service annuity income tax deduction provision.
