Bill Title: Amends the Public Utilities Act. Requires the Illinois Commerce Commission, in coordination with the Department of Commerce and Economic Opportunity, to issue a report evaluating the degree to which public utilities' support of job education and training leads to job creation and economic growth in the State. Provides for repeal of the provisions on January 1, 2020. Effective immediately.
