Bill Title: Amends the Flag Display Act. Provides that a government official who, in the course of the official's duties, knowingly displays or knowingly causes to be displayed the United States national flag with the union down on government property, except as a signal of dire distress in instances of extreme danger to life or property, commits a business offense punishable by a fine of not more than $25,000. Effective immediately.
