Bill Title: Amends the General Assembly Operations Act. Provides that, before final passage in either chamber of the General Assembly, a bill with fiscal impact, in its final form, must have been posted on the General Assembly's Internet website for at least 5 business days. Defines a "bill with fiscal impact" as a bill making an appropriation or a bill for which any of the following notes are required: fiscal, pension impact, judicial, State debt impact, correctional budget and impact, balanced budget, or housing affordability impact. Effective immediately.
