SENATE RESOLUTION
WHEREAS, The members of the Illinois Senate are saddened to
learn of the death of Francis W. Copeland D.V.M of Bettendorf,
Iowa, who passed away on December 17, 2017; and
WHEREAS, Francis Copeland was born near Yorktown, Iowa to
Harry W. and Emma (Meyers) Copeland on September 23, 1922 and
grew up in rural Shenandoah; he graduated from Iowa State
University and served in the United States Army Air Corps as a
P-38 pilot during World War II; he married Eleanor Heinrich;
and
WHEREAS, Francis Copeland began farming after the war; he
then continued his education and earned his degree in
veterinary medicine; he moved with his family to Prophetstown
in 1958, where he began his practice, retiring in 1987; and
WHEREAS, Francis Copeland was preceded in death by his
parents; his brother, Verral H. Copeland; and his sisters, Fern
Otte and Dorthy Hughes; and
WHEREAS, Francis Copeland is survived by his son, Rod W.
(Linda) Copeland; his daughter, Jane (Jeff Miller)
Chiappinelli; his grandchildren, Elena (Bob) Casper and Evan
Chiappinelli; and his great-granddaughter, Lilliana Casper;

therefore, be it
RESOLVED, BY THE SENATE OF THE ONE HUNDREDTH GENERAL
ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
Francis W. Copeland D.V.M., and extend our sincere condolences
to his family, friends, and all who knew and loved him; and be
it further
RESOLVED, That a suitable copy of this resolution be
presented to the family of Francis Copeland as an expression of
our deepest sympathy.
