2 | WHEREAS, The members of the Illinois Senate are saddened | ||||||
3 | to learn of the death of David J. Whitlow of Herscher, who | ||||||
4 | passed away on June 8, 2021; and
| ||||||
5 | WHEREAS, David Whitlow was born to George "Larry" and | ||||||
6 | Phyllis (Larsen) Whitlow in Kankakee on April 4, 1966; he | ||||||
7 | married Mistie Thurston at Trinity Lutheran Church in Herscher | ||||||
8 | on May 7, 1994; and
| ||||||
9 | WHEREAS, David Whitlow was the owner and operator of | ||||||
10 | Friendly Signs in Kankakee for 33 years; and
| ||||||
11 | WHEREAS, David Whitlow was a Mason; he was also a member of | ||||||
12 | the Kankakee Boat Club and the Trinity Lutheran Church in | ||||||
13 | Herscher; and
| ||||||
14 | WHEREAS, David Whitlow enjoyed all watersports, drag | ||||||
15 | racing, and outdoor sports; most of all, he loved spending | ||||||
16 | time with his family; and

17 | WHEREAS, David Whitlow was preceded in death by his | ||||||
18 | mother; his father; his father-in-law, Larry Thurston; and his | ||||||
19 | grandmother, Ruth Whitlow; and

1 | WHEREAS, David Whitlow is survived by his wife, Mistie | ||||||
2 | Whitlow; his two sons, Kyle Whitlow and Hunter Whitlow; his | ||||||
3 | second mother, Donna Whitlow; his mother-in-law, Karen | ||||||
4 | Thurston-Stephens; his two brothers-in-law, Chip Thurston and | ||||||
5 | Jeremy Thurston; his sister-in-law, Heather Thurston; his one | ||||||
6 | step-brother, Rod Paap; his one step-sister, Pam (Gary) | ||||||
7 | Hibbert; his two nieces, Ellaine Hibbert and Hope Thurston; | ||||||
8 | and his one nephew, Deegan Thurston; therefore, be it

9 | RESOLVED, BY THE SENATE OF THE ONE HUNDRED SECOND GENERAL | ||||||
10 | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | ||||||
11 | David J. Whitlow and extend our sincere condolences to his | ||||||
12 | family, friends, and all who knew and loved him; and be it | ||||||
13 | further
