| 1 | SENATE JOINT RESOLUTION
| ||||||
| 2 | WHEREAS, A new bridge carrying Interstate 70 over the | ||||||
| 3 | Mississippi River connecting East St. Louis and downtown St. | ||||||
| 4 | Louis, Missouri is under construction; and
| ||||||
| 5 | WHEREAS, Jerry F. Costello was born September 25, 1949 in | ||||||
| 6 | East St. Louis; he has served as a U.S. Representative since | ||||||
| 7 | August 9, 1988; during that time he has made it a priority to | ||||||
| 8 | boost the local economy by building a new transportation | ||||||
| 9 | network for the region; he is currently the senior Democrat on | ||||||
| 10 | the Transportation and Infrastructure Committee and played an | ||||||
| 11 | instrumental role in securing substantial federal funding for | ||||||
| 12 | the new Mississippi River bridge; and
| ||||||
| 13 | WHEREAS, William Lacy "Bill" Clay, Sr. was born April 30, | ||||||
| 14 | 1931 in St. Louis, Missouri; in 1968 he was elected the first | ||||||
| 15 | African-American U.S. Representative from Missouri; during his | ||||||
| 16 | time in office he made it a priority to focus on issues | ||||||
| 17 | affecting his urban constituents and became known as a staunch | ||||||
| 18 | advocate on behalf of underrepresented populations and issues; | ||||||
| 19 | he served 16 terms as a U.S. Representative before retiring in | ||||||
| 20 | 2001; and
| ||||||
| 21 | WHEREAS, it is fitting to dedicate the new Mississippi | ||||||
| 22 | River bridge in honor of the veterans who have served in the | ||||||

| 1 | U.S. Armed Forces as a humble gesture of thanks for the | ||||||
| 2 | freedoms we enjoy on a daily basis; therefore, be it
| ||||||
| 3 | RESOLVED, BY THE SENATE OF THE NINETY-SEVENTH GENERAL | ||||||
| 4 | ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES | ||||||
| 5 | CONCURRING HEREIN, that the new bridge carrying Interstate 70 | ||||||
| 6 | over the Mississippi River connecting East St. Louis and | ||||||
| 7 | downtown St. Louis, Missouri is designated as the Jerry F. | ||||||
| 8 | Costello - William Lacy "Bill" Clay Sr. Veterans Memorial | ||||||
| 9 | Bridge; and be it further
| ||||||
| 10 | RESOLVED, That the Illinois Department of Transportation | ||||||
| 11 | is requested to erect at suitable locations, consistent with | ||||||
| 12 | State and federal regulations, appropriate plaques or signs | ||||||
| 13 | giving notice of the name of the Jerry F. Costello - William | ||||||
| 14 | Lacy "Bill" Clay Sr. Veterans Memorial Bridge; and be it | ||||||
| 15 | further

| 16 | RESOLVED, That a suitable copy of this resolution be | ||||||
| 17 | presented to the Secretary of the Illinois Department of | ||||||
| 18 | Transportation.
