Bill Title: Amends the Board of Higher Education Act. Provides that the Board of Higher Education may not limit the amount of tuition revenue that a public university may waive. Repeals provisions regarding tuition waiver limitations in various Acts relating to the governance of public universities in Illinois.

20 | (b) Each year the Board of Trustees of the University of
| ||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||
21 | Illinois shall offer 50% tuition waivers for undergraduate |

1 | education at any
campus under its governance or supervision to | ||||||
2 | the children of employees of
an Illinois college or university | ||||||
3 | who have been employed
by any one or by more than one Illinois | ||||||
4 | college or university for an aggregate
period of at least 7

5 | years. To be eligible to receive a partial tuition waiver, the | ||||||
6 | child of an
employee of an Illinois college or university (i) | ||||||
7 | must
be under the age of 25 at the
commencement of the academic | ||||||
8 | year during which the partial tuition waiver
is to be | ||||||
9 | effective, and (ii) must qualify for admission to the | ||||||
10 | University of
Illinois
under the same admissions requirements, | ||||||
11 | standards and policies which the
University of Illinois applies | ||||||
12 | to applicants for admission generally to its
respective

14 | (c) Subject to the provisions and limitations of subsection

15 | (b), an
eligible applicant who has continued to maintain | ||||||
16 | satisfactory academic
progress toward graduation may have his | ||||||
17 | or her partial tuition waiver
renewed until the time as he or | ||||||
18 | she has expended 4 years of undergraduate
partial tuition | ||||||
19 | waiver benefits under this Section.

applicant in accordance with the provisions of | ||||||

4 | (a) As used in this Section, "Illinois college or | ||||||

of the following: the University of | ||||||

7 | University, Eastern Illinois University, Governors State
| ||||||
8 | University, Illinois State University, Northeastern Illinois | ||||||
9 | University,
Northern Illinois University, and Western Illinois | ||||||
10 | University.

11 | (b) Each year the Board of Western Illinois
University | ||||||
12 | shall offer 50% tuition waivers for undergraduate education at | ||||||
13 | any
campus under its governance to the children of employees of
| ||||||
14 | an Illinois college or university who have been employed
by any | ||||||
15 | one or by more than one Illinois college or university for an | ||||||
16 | aggregate period of at least 7
years. To be eligible to receive | ||||||
17 | a partial tuition waiver, the child of an
employee of an | ||||||
18 | Illinois college or university (i) must
be under the age of 25 | ||||||
19 | at the
commencement of the academic year during which the | ||||||
20 | partial tuition waiver
is to be effective, and (ii) must | ||||||
21 | qualify for admission to Western Illinois University
under the | ||||||
22 | same admissions requirements, standards and policies which | ||||||
23 | Western
Illinois University applies to applicants for | ||||||
24 | admission generally to
its respective
undergraduate colleges | ||||||
25 | and programs.

1 | (c) Subject to the provisions and limitations of subsection
| ||||||
2 | (b), an
eligible applicant who has continued to maintain | ||||||
3 | satisfactory academic
progress toward graduation may have his | ||||||
4 | or her partial tuition waiver
renewed until the time as he or | ||||||
5 | she has expended 4 years of undergraduate
partial tuition | ||||||
6 | waiver benefits under this Section.

7 | (d) (Blank). No partial tuition waiver offered or allocated | ||||||
8 | to any
eligible
applicant in accordance with the provisions of | ||||||
9 | this Section shall be
charged against any tuition waiver | ||||||
10 | limitation established by the Illinois
Board of Higher | ||||||
11 | Education.
