Bill Title: Amends the Illinois Horse Racing Act of 1975, the Riverboat Gambling Act, and the Video Gaming Act. Requires licensees under the Acts to establish as a goal the award of not less than 20% of the total dollar amount of the licensee's contracts to minority owned businesses, female owned businesses, and businesses owned by persons with disabilities. Requires the licensees to file with the appropriate Board (i) an annual compliance plan, which shall outline the goals of the licensee for contracting with minority owned businesses, female owned businesses, and businesses owned by persons with disabilities for the calendar year, the manner in which the agency intends to reach these goals, and a timetable for reaching these goals and (ii) an annual report of its utilization of minority owned businesses, female owned businesses, and businesses owned by persons with disabilities during the preceding calendar year, which shall include a self-evaluation of the efforts of the owners licensee to meet its goals under this Section. Requires the Illinois Racing Board and the Illinois Gaming Board to file annual reports that shall detail the level of achievement toward the goals over the 3 most recent fiscal years. Effective immediately.

AMENDMENT TO SENATE BILL 2962
2 AMENDMENT NO. ______. Amend Senate Bill 2962, on page 2,
3line 14, by replacing "agency" with "organization licensee,
4inter-track wagering licensee, inter-track wagering location
5licensee, or advance deposit wagering licensee"; and
6 on page 3, immediately below line 19, by inserting the
7following:
8 "(d-5) The organization licensee, inter-track wagering
9licensee, inter-track wagering location licensee, or advance
10deposit wagering licensee shall have the right to request a
11waiver from the requirements of this Section. The Board shall
12grant the waiver where the organization licensee, inter-track
13wagering licensee, inter-track wagering location licensee, or
14advance deposit wagering licensee demonstrates that there has
15been made a good faith effort to comply with the goals for
16participation by minority owned businesses, female owned
17businesses, and businesses owned by persons with

2on page 8, line 9, by replacing "agency" with "owners
3licensee"; and
4 on page 9, immediately below line 9, by inserting the
5following:
6 "(d-5) The owners licensee shall have the right to request
7a waiver from the requirements of this Section. The Board shall
8grant the waiver where the owners licensee demonstrates that
9there has been made a good faith effort to comply with the
10goals for participation by minority owned businesses, female
11owned businesses, and businesses owned by persons with
12disabilities."; and
13on page 13, line 16, by replacing "agency" with "licensed
14establishment, licensed truck stop establishment, licensed
15fraternal establishment, licensed veterans establishment, or
16terminal operator"; and
17 on page 14, immediately below line 24, by inserting the
18following:
19 "(d-5) The licensed establishment, licensed truck stop
20establishment, licensed fraternal establishment, licensed
21veterans establishment, or terminal operator shall have the
22right to request a waiver from the requirements of this
