625 ILCS 5/15-315.5 new

Amends the Illinois Vehicle Code. Provides that except for a municipality with 1,000,000 or more inhabitants, a unit of local government may not impose a fee for a permit in excess of the fees provided for in specified provisions of the Code. Limits home rule powers.

1 AN ACT concerning transportation.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Illinois Vehicle Code is amended by adding
5Section 15-315.5 as follows:
6 (625 ILCS 5/15-315.5 new)
7 Sec. 15-315.5. Permit fee limits. Except for a municipality
8with 1,000,000 or more inhabitants, a unit of local government
9may not impose a fee for a permit in excess of the fees
10provided for in this Article. This Section is a limitation
11under subsection (i) of Section 6 of Article VII of the
12Illinois Constitution on the concurrent exercise by home rule
13units of powers and functions exercised by the State.
