Bill Title: Amends the Election Code. Provides for the election of members to the Chicago Board of Education beginning with the 2024 general election (rather than beginning on November 5, 2024). Amends the Chicago School District Article of the School Code. Makes changes concerning the appointment of Board members by the Mayor. Specifies that Board members shall serve without any compensation (but shall be reimbursed for expenses). With respect to nominating petitions, changes a date from the March 15, 2022 election to the 2024 general primary election. In provisions related to the independent financial review and report commissioned by the Board, requires the report to be submitted no later than October 31, 2022 (rather than June 30, 2025); requires the State Board of Education to submit its recommendations based on the report to the General Assembly by no later than July 1, 2023. With respect to the creation of electoral districts, requires the electoral districts to be drawn on or before July 1, 2023 (rather than February 1, 2022). Amends Public Act 102-177 to add an immediate effective date for provisions added to the School Code concerning a moratorium on school closings, consolidations, and phase-outs. Effective June 1, 2022, except that the provision amending Public Act 102-177 is effective immediately.

4 | Section 5. The School Code is amended by adding Sections | |||||||||||||||||||||||||||||||||||||||||

14 | the wearing of a hijab, an undershirt, or leggings. If a | |||||||||||||||||||||||||||||||||||||||||
15 | student chooses to modify his or her athletic or team uniform, | |||||||||||||||||||||||||||||||||||||||||
16 | the student is responsible for all costs associated with the | |||||||||||||||||||||||||||||||||||||||||
17 | modification of the uniform. However, nothing in this Section | |||||||||||||||||||||||||||||||||||||||||
18 | prohibits a school from providing the modification to the | |||||||||||||||||||||||||||||||||||||||||

20 | (b) The request from a student to modify his or her | |||||||||||||||||||||||||||||||||||||||||

13 | uniform may include, but is not limited to, the wearing of a | ||||||
14 | hijab, an undershirt, or leggings. If a student chooses to | ||||||
15 | modify his or her athletic or team uniform, the student is | ||||||
16 | responsible for all costs associated with the modification of | ||||||
17 | the uniform. However, nothing in this Section prohibits the | ||||||
18 | community college from providing the modification to the | ||||||
19 | student. | ||||||
20 | (b) The request from a student to modify his or her | ||||||
21 | athletic or team uniform for the purposes described in | ||||||
22 | subsection (a) must be approved by the board. The board shall | ||||||
23 | reasonably accommodate the student's request. At a minimum, | ||||||
24 | any modification of the athletic or team uniform must not |

1 | interfere with the movement of the student or pose a safety | ||||||
2 | hazard to the student or to other athletes or players. The | ||||||
3 | modification of headgear is permitted if the headgear: | ||||||
4 | (1) is black, white, the predominate color of the | ||||||
5 | uniform, or the same color for all players on the team; | ||||||
6 | (2) does not cover any part of the face; | ||||||
7 | (3) is not dangerous to the player or to the other | ||||||
8 | players; | ||||||
9 | (4) has no opening or closing elements around the face | ||||||
10 | and neck; and | ||||||
11 | (5) has no parts extruding from its surface.

12 | Section 99. Effective date. This Act takes effect upon | ||||||
13 | becoming law.
