Bill Title: Amends the Mental Health and Developmental Disabilities Administrative Act by deleting language requiring the Department of Human Services to form a medical advisory panel of physicians to provide advice on care rendered to patients in any integrated delivery system for State-funded and State-operated services to the mentally ill. 1 | AN ACT concerning State government.
| ||||||
2 | Be it enacted by the People of the State of Illinois,
| ||||||
3 | represented in the General Assembly:
| ||||||
4 | Section 5. The Mental Health and Developmental | ||||||
5 | Disabilities Administrative Act is amended by changing Section | ||||||
6 | 18.3 as follows:
| ||||||
7 | (20 ILCS 1705/18.3)
| ||||||
8 | Sec. 18.3. Integrated system for services for the mentally | ||||||
9 | ill. The
Department shall develop an effective, integrated | ||||||
10 | system for delivering
State-funded and State-operated services | ||||||
11 | to persons with mental illness. No
later than June 30, 1994, | ||||||
12 | the Department shall enter into one or more
cooperative | ||||||
13 | arrangements with the Department of Public Aid, the Department | ||||||
14 | of
Rehabilitation Services, the Department of Public Health, | ||||||
15 | and any other
appropriate entities for administration or | ||||||
16 | supervision by the Department of
Mental Health and | ||||||
17 | Developmental Disabilities of all State programs for services
| ||||||
18 | to persons in community care facilities for persons with mental | ||||||
19 | illness,
including but not limited to intermediate care | ||||||
20 | facilities, that are supported
by State funds or by funding | ||||||
21 | under Title XIX of the federal Social Security
Act. The | ||||||
22 | Department shall form a medical advisory panel, appointed by | ||||||
23 | the
Secretary, comprised of 5 physicians licensed to practice

1 | medicine in all its
branches with a special emphasis in | ||||||
2 | treating mental illness, to provide advice
on care rendered to | ||||||
3 | patients in any integrated delivery system.
The Department of | ||||||
4 | Human Services shall succeed to the responsibilities of the
| ||||||
5 | Department of Mental Health and Developmental Disabilities and | ||||||
6 | the Department
of Rehabilitation Services under any such | ||||||
7 | cooperative arrangement in existence
on July 1, 1997.
