1 | HOUSE JOINT RESOLUTION
| ||||||
2 | WHEREAS, The Founders of our country empowered state | ||||||
3 | legislators to be guardians of liberty against future abuses of | ||||||
4 | power by the federal government; and
| ||||||
5 | WHEREAS, The federal government has created a crushing | ||||||
6 | national debt through improper and imprudent spending; and
| ||||||
7 | WHEREAS, The federal government has invaded the legitimate | ||||||
8 | roles of the states through the manipulative process of federal | ||||||
9 | mandates, most of which are unfunded to a great extent; and
| ||||||
10 | WHEREAS, The federal government has ceased to live under a | ||||||
11 | proper interpretation of the Constitution of the United States; | ||||||
12 | and
| ||||||
13 | WHEREAS, It is the solemn duty of the states to protect the | ||||||
14 | liberty of our people - particularly for the generations to | ||||||
15 | come - by proposing Amendments to the Constitution of the | ||||||
16 | United States through a Convention of the States under Article | ||||||
17 | V for the purpose of restraining these and related abuses of | ||||||
18 | power; therefore, be it

19 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
20 | NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE |

1 | SENATE CONCURRING HEREIN, that the State of Illinois hereby | ||||||
2 | makes application to Congress under the provisions of Article V | ||||||
3 | of the Constitution of the United States for the calling of a | ||||||
4 | convention of the states limited to proposing amendments to the | ||||||
5 | Constitution of the United States that impose fiscal restraints | ||||||
6 | on the federal government, limit the power and jurisdiction of | ||||||
7 | the federal government, and limit the terms of office for its | ||||||
8 | officials and for members of Congress; and be it further
| ||||||
9 | RESOLVED, That the Secretary of State is hereby directed to | ||||||
10 | transmit copies of this application to the President and the | ||||||
11 | Secretary of the United States Senate, the Speaker and the | ||||||
12 | Clerk of the United States House of Representatives, and the | ||||||
13 | members of the Senate and House of Representatives from this | ||||||
14 | State; copies shall also be transmitted to the presiding | ||||||
15 | officers of each of the legislative houses in the several | ||||||
16 | states, requesting their cooperation; and be it further
| ||||||
17 | RESOLVED, That this application constitutes a continuing | ||||||
18 | application in accordance with Article V of the Constitution of | ||||||
19 | the United States until the legislatures of at least two-thirds | ||||||
20 | of the several states have made applications on the same | ||||||
21 | subject; and be it further

22 | RESOLVED, That a copy of this resolution be delivered to | ||||||
23 | the Secretary of State.
