2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives wish to congratulate the Upper Mississippi | ||||||
4 | River National Wildlife and Fish Refuge on the occasion of its | ||||||
5 | 100 years of service; and
| ||||||
6 | WHEREAS, The Upper Mississippi National Wildlife and Fish | ||||||
7 | Refuge was created after a monumental movement of determined | ||||||
8 | citizens petitioned the United States Congress to create the | ||||||
9 | largest wildlife preserve ever in order to save the favorite | ||||||
10 | upper backwaters of the Mississippi River from being drained | ||||||
11 | and converted to farmland; spearheading the movement was the | ||||||
12 | charismatic Will Dilg whose organization, the Izaak Walton | ||||||
13 | League, championed the refuge as its first magnificent | ||||||
14 | achievement; and

15 | WHEREAS, The Upper Mississippi National Wildlife and Fish | ||||||
16 | Refuge has been a haven for fish, wildlife, and people since | ||||||
17 | 1924; the refuge stretches 261 river miles from Wabasha, | ||||||
18 | Minnesota to Rock Island, Illinois, protecting over 240,000 | ||||||
19 | acres of the Mississippi River floodplain; the refuge hosts | ||||||
20 | over 3.7 million annual visits for hunting, fishing, wildlife | ||||||
21 | observation, and other recreational activities; and

1 | Refuge is home to 306 species of birds, including over 300 bald | ||||||
2 | eagle nests, 50% of the world's canvasback ducks, and 20% of | ||||||
3 | the eastern U.S. population of tundra swans; the refuge is | ||||||
4 | also home to over 50 species of mammals and 42 species of | ||||||
5 | freshwater mussels that live throughout it while providing an | ||||||
6 | ecosystem for over 100 different species of fish; therefore, | ||||||
7 | be it

8 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
9 | HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
10 | we congratulate the Upper Mississippi National Wildlife and | ||||||
11 | Fish Refuge on its 100th anniversary, and we commend its | ||||||
12 | lasting success in providing an ecosystem that supports large | ||||||
