HOUSE RESOLUTION
2 WHEREAS, The members of the Illinois House of
3Representatives wish to recognize Lee Milner for his years of
4service to the State of Illinois; and
5 WHEREAS, Lee Milner was born in Breese and spent his early
6years in Southern Illinois; he attended school in West Liberty
7and Beecher City and graduated from Bridgeport High School; he
8earned his bachelor's degree in communications from Southern
9Illinois University Carbondale (SIU); during summers and after
10graduation, he served as a photojournalist for the Effingham
11Daily News; he joined the U.S. Army and proudly served for two
12years during the Vietnam War; and
13 WHEREAS, Lee Milner worked in public relations and took
14courses at MacMurray College in Jacksonville following his
15discharge from the military; when the SIU Medical School
16started in 1971, he accepted a position as photographer and
17audio-visual manager for Memorial Hospital, serving the
18medical school; he then went to Washington DC to serve as media
19and legislative aide to Olney's congressman, George Shipley,
20in 1974; and
21 WHEREAS, Lee Milner returned to Springfield to marry Cindy
22in late 1974; he stayed and began working as assistant press

1secretary to Illinois House Speaker William A. Redmond in
21975; when needed, he performed most of his supervisor's
3duties for the speaker and caucus members; in addition, he
4used his own equipment to meet the photographic needs of
5members, including documenting the visits of former Chicago
6Mayor Richard Daley; and
7 WHEREAS, Lee Milner was recruited to assume leadership of
8the communications division of the Illinois State Board of
9Education; he took an early retirement and became director of
10community and governmental relations for Springfield's
11community blood center, now Impact Life; and
12 WHEREAS, Lee Milner graduated from the FBI Citizens
13Academy in 2009; he served as the president of the FBI
14Springfield Citizens Academy Alumni Association for seven
15years and is currently the president emeritus; and
16 WHEREAS, Lee Milner currently manages the Capitol Bureau
17of the Illinois Times and takes many pictures of lawmakers in
18action; and
19 WHEREAS, Lee Milner is most proud of his family and enjoys
20spending time with his beloved wife, Cindy, his two children,
21and grandchildren; therefore, be it

1 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
2HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
3we recognize Lee Milner for his years of service to the State
4of Illinois, and we wish him the best in all his future
5endeavors; and be it further
