1 | HOUSE RESOLUTION
| ||||||
2 | WHEREAS, The tragedy that occurred on October 1, 2017 in | ||||||
3 | Las Vegas, Nevada, where 58 people were killed and more than | ||||||
4 | 500 were injured by a lone gunman who had equipped his firearms | ||||||
5 | with bump stocks, brought the use of bump stocks into the | ||||||
6 | national spotlight; and

7 | WHEREAS, In 2010, the Bureau of Alcohol, Tobacco, Firearms | ||||||
8 | and Explosives determined that a bump stock is not regulated as | ||||||
9 | a firearm under Federal law, namely the Gun Control Act or the | ||||||
10 | National Firearms Act; and

11 | WHEREAS, A bump stock is designed to allow a semi-automatic | ||||||
12 | rifle to function like a fully-automatic rifle; therefore, be | ||||||
13 | it

14 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
15 | HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | ||||||
16 | believe devices designed to allow semi-automatic rifles to | ||||||
17 | function like fully-automatic rifles should be regulated, | ||||||
18 | consistent with fully-automatic rifles under the National | ||||||
19 | Firearms Act; and be it further

20 | RESOLVED, That we urge the Bureau of Alcohol, Tobacco, | ||||||
21 | Firearms and Explosives to regulate devices designed to allow |
