| 1 | HOUSE JOINT RESOLUTION | ||||||
| 2 | WHEREAS, The Professional Review Panel is responsible for | ||||||
| 3 | evaluating and recommending modifications to the | ||||||
| 4 | Evidence-Based Funding Formula to ensure all students have | ||||||
| 5 | access to a quality education, including educational support | ||||||
| 6 | services; and
| ||||||
| 7 | WHEREAS, Educational support services are provided by | ||||||
| 8 | employees, including, but not limited to, custodial employees, | ||||||
| 9 | transportation employees, food service providers, classroom | ||||||
| 10 | assistants, administrative staff, and paraprofessional | ||||||
| 11 | educators; and
| ||||||
| 12 | WHEREAS, Employees providing educational support services | ||||||
| 13 | are accomplished professionals who keep our schools running | ||||||
| 14 | and our students safe, healthy, and ready to learn; and
| ||||||
| 15 | WHEREAS, Low wages are contributing to Illinois' shortage | ||||||
| 16 | of employees providing educational support services; and
| ||||||
| 17 | WHEREAS, A minimum hourly rate of no less than $22 is | ||||||
| 18 | recommended for employees providing educational support | ||||||
| 19 | services; therefore, be it

| 20 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||

| 1 | HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE | ||||||
| 2 | SENATE CONCURRING HEREIN, that we direct the Professional | ||||||
| 3 | Review Panel and the Illinois State Board of Education to | ||||||
| 4 | conduct the analysis and financial modeling required to | ||||||
| 5 | evaluate the implications of implementing the recommended $22 | ||||||
| 6 | minimum hourly rate for employees providing educational | ||||||
| 7 | support services; and be it further
| ||||||
| 8 | RESOLVED, That the analyses should include the district | ||||||
| 9 | impact of incremental increases beginning with $20 in school | ||||||
| 10 | year 2025-2026, $21 dollars in school year 2026-2027, and $22 | ||||||
| 11 | in school year 2027-2028; and be it further
