HOUSE RESOLUTION
2 WHEREAS, The Illinois House of Representatives would like
3to encourage the United States Congress to pass House
4Resolution 38, which would require states to allow gun owners
5to carry their firearms without a permit unless his or her
6state of residence requires one; and
7 WHEREAS, Illinois was the 50th and final state to adopt
8concealed carry legislation in 2013, and as of 2017, there are
9over 15 million concealed handgun permits in the United States;
10and
11 WHEREAS, Eleven states do not require residents to possess
12a permit to carry a firearm: Montana, Alaska, Idaho, Arizona,
13Kansas, Mississippi, Maine, Vermont, West Virginia, Arkansas,
14and Wyoming; and
15 WHEREAS, Florida, Pennsylvania, and Texas each have over
16one million residents with concealed carry permits, and it is
17believed that concealed carry permits stop hundreds of crimes
18each year; and
19 WHEREAS, In 2016, Chicago had 762 murders and 3,550
20shooting incidents that included 4,331 shooting victims; it is
21apparent in looking at Chicago (which has some of the strictest

1gun control laws in the country, but highest murder rates) that
2gun control laws do not work; therefore, be it
3 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
4HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
5encourage the 115th United States Congress to pass House
6Resolution 38 to allow gun owners to carry their firearms in
7every state without a permit unless his or her state of
8residence requires one; and be it further
9 RESOLVED, That suitable copies of this resolution be
10delivered to all members of the 115th United States Congress.
