2 | WHEREAS, The first session of the Illinois General Assembly | ||||||
3 | convened on October 5, 1818 in Kaskaskia; and

4 | WHEREAS, As Illinois was not yet a state in October 1818, | ||||||
5 | General Assembly members did not
pass legislation during the | ||||||
6 | first week of session in 1818 and adjourned until statehood was | ||||||
7 | approved; and
| ||||||
8 | WHEREAS, The second session of the First General Assembly | ||||||
9 | convened in January 1819 after Illinois
was officially declared | ||||||
10 | a state on December 3, 1818; and
| ||||||
11 | WHEREAS, The first piece of legislation of the Illinois | ||||||
12 | General Assembly was on a
hand-written, one-page document, An | ||||||
13 | Act Declaring What Laws are in Force in This State, which
made | ||||||
14 | British Common Law the rule of the land until aspects were | ||||||
15 | superseded by the General Assembly; and
