Bill Title: Proposes to amend the Bill of Rights Article of the Illinois Constitution. Provides that: "the people have a right to hunt and fish as it is a valued part of our heritage and shall be forever preserved for the public good, subject only to the laws prescribed by the General Assembly and rules prescribed by the virtue of the authority of the General Assembly"; "hunting and fishing shall be the preferred means of managing and controlling wildlife"; and "this Section shall not be construed to limit the application of any provision of law relating to trespass or property rights". Effective upon being declared adopted.

HOUSE JOINT RESOLUTION
CONSTITUTIONAL AMENDMENT
RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
SENATE CONCURRING HEREIN, that there shall be submitted to the
electors of the State for adoption or rejection at the general
election next occurring at least 6 months after the adoption of
this resolution a proposition to amend Article I by adding
Section 22.1 as follows:
ARTICLE I
BILL OF RIGHTS
(ILCON Art. I, Sec. 22.1 new)
SECTION 22.1. RIGHT TO HUNT AND FISH
The people have a right to hunt and fish as it is a valued
part of our heritage and shall be forever preserved for the
public good, subject only to the laws prescribed by the General
Assembly and rules prescribed by the virtue of the authority of
the General Assembly. Hunting and fishing shall be the
preferred means of managing and controlling wildlife. This
Section shall not be construed to limit the application of any
provision of law relating to trespass or property rights.
