| 2 | WHEREAS, Interstate 55 from Interstate 355 to Interstate | ||||||
| 3 | 90/Interstate 94 in DuPage, Cook, and Will Counties experiences | ||||||
| 4 | severe congestion for extended periods of time on a daily basis | ||||||
| 5 | and is unable to accommodate existing traffic demands; and
| ||||||
| 6 | WHEREAS, the Illinois Department of Transportation is | ||||||
| 7 | seeking to move forward with a project to provide additional | ||||||
| 8 | highway capacity along Interstate 55 from Interstate 355 to | ||||||
| 9 | Interstate 90/Interstate 94 in DuPage, Cook, and Will Counties | ||||||
| 10 | and toll the additional capacity; and
| ||||||
| 11 | WHEREAS, the project is contingent on compliance with | ||||||
| 12 | applicable environmental requirements and, if federal funds or | ||||||
| 13 | requirements are involved, approval by the Federal Highway | ||||||
| 14 | Administration; and
| ||||||
| 15 | WHEREAS, it is the intent of the Public-Private | ||||||
| 16 | Partnerships for Transportation Act to promote public-private | ||||||
| 17 | partnerships for transportation by authorizing transportation | ||||||
| 18 | agencies to enter into public-private agreements related to the | ||||||
| 19 | development, operation, and financing of transportation | ||||||
| 20 | facilities; and
| ||||||
| 21 | WHEREAS, the Department is seeking to move forward with the | ||||||

| 1 | project to provide additional highway capacity along | ||||||
| 2 | Interstate 55 from Interstate 355 to Interstate 90/Interstate | ||||||
| 3 | 94 in DuPage, Cook, and Will Counties and toll the additional | ||||||
| 4 | capacity pursuant to the authority provided under the | ||||||
| 5 | Public-Private Partnerships for Transportation Act; and
| ||||||
| 6 | WHEREAS, it is a requirement of subsection (d) of Section | ||||||
| 7 | 15 of the Public-Private Partnerships for Transportation Act | ||||||
| 8 | that prior to the Department's commencement of a procurement | ||||||
| 9 | under the Act with respect to any potential project, the | ||||||
| 10 | General Assembly shall authorize the commencement of the | ||||||
| 11 | procurement by a joint resolution; therefore, be it
| ||||||
| 12 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
| 13 | NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE | ||||||
| 14 | SENATE CONCURRING HEREIN, that in accordance with subsection | ||||||
| 15 | (d) of Section 15 of the Public-Private Partnerships for | ||||||
| 16 | Transportation Act, we authorize the Department to commence a | ||||||
| 17 | procurement process for a project to provide additional highway | ||||||
| 18 | capacity along Interstate 55 from Interstate 355 to Interstate | ||||||
| 19 | 90/Interstate 94 in DuPage, Cook, and Will Counties and toll | ||||||
| 20 | the additional capacity; and be it further
| ||||||
| 21 | RESOLVED, That a suitable copy of this resolution shall be | ||||||
| 22 | presented to the Secretary of State and the Secretary of the | ||||||
| 23 | Department of Transportation.
