HOUSE JOINT RESOLUTION
2 WHEREAS, Parental involvement, nutrition, and
3extracurricular activity impact a child's well-being, academic
4success, and life trajectory; and
5 WHEREAS, A child's education does not occur exclusively in
6schools, but also within the child's home and community, and
7without proper support from all 3 aspects of a child's
8education, the child's prospects of becoming a well-equipped
9and valuable member of society are greatly diminished; and
10 WHEREAS, Fewer than 45% of parents read to their children
11at home and fewer than 28% tell their children stories; and
12 WHEREAS, All parents want their children to succeed in
13school and in life, yet parental time constraints, lack of
14training, or lack of easily accessible resources inhibit their
15ability to participate in the education of their children; and
16 WHEREAS, Class and socioeconomics directly impact the
17school-home experience; therefore, be it
18 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
19NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
20SENATE CONCURRING HEREIN, that school districts in this State

1are strongly urged to improve support resources for involvement
2of parents in the education of their children through the use
3of the following strategies:
4 (1) delivering learning activities to parents through
5 programs such as Pocket Literacy Coach and
6 GreatSchools.org;
7 (2) providing parents with coaching on how to
8 facilitate a more supportive home-learning environment;
9 (3) providing a direct form of communication that is
10 convenient and easily accessible, such as text messaging;
11 and
12 (4) increasing opportunities for parents to provide
13 input and otherwise engage with the school; and be it
14 further
15 RESOLVED, That teachers and schools are encouraged to
16disseminate information and resources to parents to support the
17education of their children in the home by establishing a
18public system for announcing resources and feedback; and be it
19further
20 RESOLVED, That suitable copies of this resolution be
21delivered to the school districts of this State.
