Bill Title: Makes appropriations to various State agencies and the Office of the Governor for specified purposes. Amends Public Act 99-491 by changing the amounts of certain appropriations. Makes a reappropriation from the Capital Development Fund to the Capital Development Board. If and only if Senate Bill 2038 of the 99th General Assembly becomes law, repeals a provision in Senate Bill 2038 limiting the appropriation authority granted in that bill. Effective immediately.
