Bill Title: Amends the Civil Administrative Code of Illinois. Provides that if a service member applies for an occupational or professional license or certification and has acquired education, training, or experience while serving in the military that is substantially similar to the education, training, or experience required to receive the license or certification, then the director of the department that issues the license or certification shall accept the education, training, or experience toward that service member's licensure or certification. Sets forth provisions concerning application requirements, departmental rules, and fees. Effective immediately.

1 | AN ACT concerning State government.

2 | Be it enacted by the People of the State of Illinois,
| ||||||||||||||||||||||||
3 | represented in the General Assembly:

4 | Section 5. The Civil Administrative Code of Illinois is | ||||||||||||||||||||||||
5 | amended by adding Section 5-720 as follows:
| ||||||||||||||||||||||||
6 | (20 ILCS 5/5-720 new) | ||||||||||||||||||||||||
7 | Sec. 5-720. Licensure for service members; equivalent | ||||||||||||||||||||||||
8 | education, training, and
service. | ||||||||||||||||||||||||
9 | (a) In this Section, "service member" means any person who,
| ||||||||||||||||||||||||
10 | at the time of application under this Section, is an active
| ||||||||||||||||||||||||
11 | duty member of the United States Armed Forces or any reserve
| ||||||||||||||||||||||||
12 | component of the United States Armed Forces or the National
| ||||||||||||||||||||||||
13 | Guard of any state, commonwealth, or territory of the United
| ||||||||||||||||||||||||
14 | States or the District of Columbia or whose active duty service
| ||||||||||||||||||||||||
15 | concluded within the preceding 2 years before application. | ||||||||||||||||||||||||
16 | (b) If a service member applies for an occupational or | ||||||||||||||||||||||||
17 | professional license or certification and has acquired | ||||||||||||||||||||||||
18 | education, training, or experience while serving in the | ||||||||||||||||||||||||
19 | military that is substantially similar to the education, | ||||||||||||||||||||||||
20 | training, or experience required to receive the license or | ||||||||||||||||||||||||
21 | certification, then the director of the department that issues | ||||||||||||||||||||||||
22 | the license or certification shall accept the education, | ||||||||||||||||||||||||
23 | training, or experience toward that service member's licensure |

1 | or certification. The service member shall apply to the | ||||||
2 | department on forms provided by the department. An application | ||||||
3 | must include proof that: | ||||||
4 | (1) the applicant is a service member; and | ||||||
5 | (2) the occupational or professional license or | ||||||
6 | certification is related to the applicant's military | ||||||
7 | occupation specialty (MOS). | ||||||
8 | (c) A department may adopt any rules necessary for the
| ||||||
9 | implementation and administration of this Section and shall by
| ||||||
10 | rule provide for fees for the administration of this Section.

11 | Section 99. Effective date. This Act takes effect upon | ||||||
12 | becoming law.
